Are intelligent dinosaurs possible?

All dinosaurs became extinct 61 million years ago as a sudden stop, not slowly dying off. There are many theories, but not sure how exactly dinosaurs became extinct. Some biologist suggested that some intelligent dinosaurs already took spaceships leaving earth before extinct disaster.
If there were no extinct disasters, are intelligent dinosaurs possible? Dinosaurs have huge body. it may be possible that some dinosaurs have big brains.
Evolution path is from simple to complex, final destination is intelligent. If human does not take the intelligent role, some species, for example dinosaurs will take this role.
In quantum level, we have probability and uncertainty. But in the large time scale, large space and large number of accumulated events, we have high precision law. I believe that intelligent beings are the outcome of nature precision law, not accidentally.
