Do animals have better sense for earthquake beforehand?

This year Japan earthquake and tsunami tragedy and global frequent earthquakes raise concern about how to predict earthquakes.
Seismologists can not know exactly when or where the next earthquake will hit. In China, researchers monitor the behavior of animals to predict earthquakes. It was observed that large number of cases of unusual animal behavior before earthquakes, for example Catfish moving violently, dogs barking unusually and birds flying around wildly. In 1975,by observing the strange behavior of animals in Haicheng, a city with one million people, Chinese officials ordered the evacuation of Haicheng days before 7.3-magnitude quake. Only a small portion of the population was killed.
But scientists are skeptical using animals to predict earthquake using animal behavior. They says that a reproducible connection between a specific behavior and the occurrence of a quake has never been made.
I believed animals do have a lot of senses which human beings do not have. For example birds can fly but we can not. We can use animal behaviors combining with other methods to predict earthquakes to reduce loss. With predicting only a few minutes early, thousands of lives can be saved
