Is time independent of space?

Time is related to motion. In a frozen universe
with no motion, time can not be measured and
meaningless.

OK. The time is related to motion. What happen
if the motion is predictable and constant?
We know that time is equal to space divided
by velocity. If the velocity is constant,
the time is the same as space.
Time is expansion space

If universe expands in a constant speed, the time
concept is an illusion of the space expansion.
